HB26-1007\u00a0Improve Customer Use Distributed Energy Resources<\/a>\u00a0allows customers to install and use portable-scale solar devices without utility approval or unreasonable restrictions.<\/p>\n\n\n\n HB26-1043 Transportation Network Company Discriminatory Practices<\/a> increases penalties and reporting requirements for transportation network companies that fail to address discriminatory service refusals by drivers.<\/p>\n\n\n\n HB26-1045 Disabilities Housing Protections<\/a> defines assistance and emotional support animals and clarifies reasonable accommodations in housing.<\/p>\n\n\n\n H<\/a>B26-1098 Public Trustee Act Foreclosure Procedures <\/a>updates foreclosure procedures to clarify public trustee duties, notice and redemption rules, and lienholder rights.<\/p>\n\n\n\n HB26-1111 Pesticide Product Disposal & Container Recycling<\/a> creates a program in the Department of Agriculture to fund and coordinate pesticide disposal and container recycling through industry fees, outreach, and collection events.<\/p>\n\n\n\n H<\/a>B26-1120 Mobile Home Property Taxation<\/a> implements mobile home taxation task force recommendations by expanding the property tax exemption, updating delinquent tax collection, and extending redemption periods for mobile home owners.<\/p>\n\n\n\n H<\/a>B26-1126 Requirements for Firearms Dealers<\/a> strengthens firearms dealer requirements, including permits, training, record-keeping, security standards, and penalties for violations.<\/p>\n\n\n\n H<\/a>B26-1132 Practices to Support Pollinators<\/a> encourages state agencies to prioritize Colorado-grown, pollinator-friendly plants and practices in vegetation projects.<\/p>\n\n\n\n H<\/a>B26-1146 Allow Approved Facility Schools Participate in Public Employees’ Retirement Association<\/a> allows approved facility schools to join PERA by including them in the definition of employer.<\/p>\n\n\n\n HB26-1182 Sunset Veterinary Pharmaceutical Advisory Committee<\/a> repeals the veterinary pharmaceutical advisory committee as recommended in the Department of Regulatory Agencies’ 2025 sunset report.<\/p>\n\n\n\n HB26-1197 Sunset Water Vessel Registration Program<\/a> continues the registration program for vessels until 2036.<\/p>\n\n\n\n HB26-1207 Disclosure of Demographic Workforce Data<\/a> requires employers with 100 or more workers to report workforce demographic data to the Secretary of State, even if federal reporting requirements change.<\/p>\n\n\n\n HB26-1302 Colorado Bureau of Investigation Firearms InstaCheck Unit Operating Hours<\/a> allows the Colorado Bureau of Investigation to set its own operating hours for processing background checks, instead of being required to stay open 12 hours every day except holidays.<\/p>\n\n\n\n HB26-1306 Wild Horse License Plate<\/a> creates a wild horse special license plate that requires a $50 initial and $25 annual donation to the wild horse fund, plus standard taxes and fees.<\/p>\n\n\n\n HB26-1346 Transfer of Unsold Insurance Premium Tax Credits<\/a> allows the Department of the Treasury to sell insurance premium tax credits that can be transferred once to insurance companies, with no further transfers allowed.<\/p>\n\n\n\n HB26-1414 Medical Record Requests<\/a> caps certain medical record request fees at $400 for large requests, requires electronic delivery when possible, and ensures records are provided within 30 days after payment.<\/p>\n\n\n\n SB26-002 Energy Affordability<\/a>\u00a0establishes a new program that guarantees income-qualified households a basic amount of electricity at a reduced\u00a0rate without profit, without passing the costs on to other ratepayers.<\/p>\n\n\n\n SB26-135 State Public K-12 Education Funding<\/a>\u00a0refers a 2026 ballot measure asking voters to allow the state to retain excess revenue to increase K-12 school funding by up to 2% annually for 10 years.<\/p>\n\n\n\n SB26-142 Development of Thermal Energy Resources<\/a> expands geothermal energy development, allows certain facilities to sell recovered thermal energy, and supports local and utility investment in thermal energy systems.<\/p>\n\n\n\n SB26-145 Charter School Involvement in Local Ballot Questions<\/a> requires school districts to seek and consider charter school capital construction needs when developing funding ballot measures.<\/p>\n\n\n\n\n
