Session Overview
In a productive 2025 session, we focused on affordability, protecting Coloradans’ rights and freedoms, lowering the cost of living, and strengthening public safety. This session, we also advanced policies to grow Colorado’s economy, support students, and protect our environment.

House Bills
HB25-1029 Municipal Authority over Certain Land ensures a municipality has control over land they have acquired for open space and natural areas, as they do for parks, etc, whether or not the land is open or closed to the public.

HB25-1096 Automated Permits for Clean Energy Technology removes a restriction on when local governments can receive grants from the Automated Permit Processing for Solar (APPS) Grant Program.

HB25-1131 Eliminate Student Cap at Colorado State University’s Veterinary Program removes the statutory cap on the number of veterinary students at Colorado State University

HB25-1133 Requirements for Sale of Firearms Ammunition restricts retail ammunition sales to those 21 or older, with exceptions for certain groups, mandates vendor assistance for access, regulates shipping and delivery procedures, and establishes penalties for violations.

HB25-1161 Labeling Gas-Fueled Stoves requires gas stove suppliers to label stoves and online listings with a ventilation warning and classifies violations as a deceptive trade practice.

HB25-1165 Geologic Storage Enterprise & Geothermal Resources creates the Geologic Storage Stewardship Enterprise to oversee long-term stewardship of geologic storage sites through operator-paid fees, transfers site ownership to the state upon closure, and updates geothermal resource regulations.

HB25-1166 Efforts to Reduce Food Waste requires food waste prevention training and guidance if funded, expands liability immunity for food donations to include faith-based organizations and individuals, and encourages grocery stores to display ingredients and use “best if used or frozen by” dates instead of “sell by” dates.

HB25-1167 Alternative Education Campus requires the Colorado Department of Education to post certain data about alternative education campuses and makes other changes to current state law in order to better support Alternative Education Campuses in the state.

HB25-1238 Gun Show Requirements strengthens gun show regulations by requiring security plans, safety measures, and vendor compliance, with violations leading to misdemeanors, bans, and mandatory background checks.

HB25-1245 Heating Ventilation & Air Condition Improvement Projects in Schools requires that public schools and districts satisfy certain requirements concerning installation, inspection, and maintenance of heating, ventilation, and air conditioning systems when using federal and state funding

HB25-1248 Protect Students from Restraint & Seclusion Act removes public schools from the “Protection of Individuals from Restraint and Seclusion Act” and creates the “Protection of Students from Restraint and Seclusion Act” that is specific to local education providers.

HB25-1269 Building Decarbonization Measures updates energy use benchmarking and performance standard requirements for owners of certain buildings, and creates a building decarbonization enterprise to assist covered building owners to implement decarbonization measures.

HB25- 1285 Veterinary Workforce Requirements establishes regulations for Veterinary Professional Associates (VPAs), requiring supervision by a licensed veterinarian, setting registration and practice guidelines, and instructing the state board to adopt related rules.

HB25-1300 Workers’ Compensation Benefits Proof of Entitlement shifts the burden of proof in medical disputes to employers or insurers, allows injured workers to choose their primary physician from accredited providers, and establishes a selection process if they are unable or unwilling to choose.

HB25-1314 Peace Officer Status for Certain Department of Revenue Employees adds certain employees of the Auto Industry Division and Firearms Dealer Division in the Department of Revenue to the list of peace officers requiring certification by the Peace Officer Standards and Training Board (POST) in order to perform criminal investigations.

HB25-1327 Modify Statewide Ballot Measure Processes makes various changes to the ballot measure process.

Senate Bills
SB25-008 Adjust Necessary Document Program updates the necessary document program, allows eligible residents, such as individuals experiencing homelessness, to obtain IDs, licenses, and vital records without fees.

SB25-018 Online Search of Sales Use Tax authorizes the Department of Revenue’s executive director to allow sales and use tax licenses and exemption certificates to be searchable by the name and identification number of the holder. This was a bill referred from the Sales & Use Tax Simplification Task Force, and it will simplify things to be able to look up licenses by name as well as by number.

SB25-034 Voluntary Do-Not-Sell Firearms is a suicide prevention bill that will allow individuals to voluntarily waive their right to purchase firearms. Individuals who voluntarily waive this right, can also voluntarily remove themselves from this list as well after a 30-day “cooling off” period. This bill was brought to me by our mental health community in Fort Collins as they believe it will save lives.

SB25-046 Local Government Tax Audit Confidentiality establishes uniform confidentiality standards for taxpayer information in local sales and use tax investigations, limits third-party disclosures, and allows the Department of Revenue to share data with local governments for dispute resolution while ensuring confidentiality.

SB25-085 Health-Related Research Test Subjects requires health-related research facilities to offer most dogs and cats for adoption, either through an internal program, animal shelter, or rescue, before euthanizing them and submit annual reports on the animals used, transferred, or adopted.

SB25-145 Online Cancellation of Automatic Renewal Contracts requires sellers to offer online cancellation for automatic renewal contracts if the consumer originally consented online.

SB25-154 Access to Educator Pathways allows eligible four-year institutions to participate in the teacher recruitment program and requires candidates for early childhood special education, elementary, or special education generalist licensure to complete up to two assessments on essential skills.

SB25-177 Sunset Continuation Early Childhood Leadership Commission extends the Early Childhood Leadership Commission for five years, with a sunset review before its repeal on September 1, 2030.

SB25-302 Achieving a Better Life Experience Tax Deduction extends the ABLE Tax deduction through tax year 2030 and specifies that the purpose of the ABLE program is to provide support for individuals with disabilities and their families to set aside money in an account for future disability-related expenses.
